Label and Content Review
Fee: $349 / product
In Canada, the information on a cosmetic label is written in English and French; ingredient names are outside this rule and appear in the ingredient list on the outer label by their INCI names only. Fragrance allergens are listed separately when they exceed 0.01% in rinse-off products and 0.001% in leave-on products; the implementation timeline for this rule follows the dates set in the EU.
Who Is Obligated?
Manufacturers and importers selling cosmetics in Canada.

Frequently Asked Questions
- Do I also need to translate the ingredient list into French?
- No. Ingredient names are outside the two-language rule and appear in the ingredient list on the outer label by their INCI names only; the other mandatory label information is written in English and French.
- When do I need to list fragrance allergens separately?
- Fragrance allergens above 0.01% in rinse-off products and above 0.001% in leave-on products are listed separately. The implementation timeline for this rule follows the dates set in the EU.
- Can I use the label I prepared for the EU in Canada?
- Because the mandatory information in Canada is written in English and French, an EU label may not be sufficient as it is. We review your current label against Canadian rules, report the gaps and prepare the corrected bilingual text.
- Does the label review also cover the product notification?
- No. Manufacturers and importers selling cosmetics in Canada file a separate notification with Health Canada; we handle this in our Cosmetic Notification service.
