UK Responsible Person

A cosmetic product cannot be placed on the market in Great Britain without a Responsible Person established in the UK. The Responsible Person must have an address in the UK; mail-forwarding and PO box addresses are not accepted. The Responsible Person may be the manufacturer, the importer, an own-brand distributor or a person appointed for this role.
Who Is Obligated?
Manufacturers and brands outside the UK that want to place their cosmetic products on the Great Britain market.

- Is our Responsible Person in the EU sufficient for Great Britain as well?
- No. In Great Britain, a cosmetic product cannot be placed on the market without a Responsible Person established in the UK.
- Does the same rule apply to Northern Ireland?
- No. In Northern Ireland, the Responsible Person must be established in Northern Ireland or in the EU. The service on this page is for Great Britain (England, Wales and Scotland).
- Can a PO box be used as the Responsible Person’s address?
- No. The Responsible Person must have an address in the UK; mail-forwarding and PO box addresses are not accepted.
- What do you need from us to be appointed as Responsible Person?
- A written mandate, plus a product information file and a safety report for each product. We check that these documents are complete, and then handle the SCPN Notification and the Responsible Person details on the label.
