EU Responsible Person

In the EU, only cosmetic products for which a Responsible Person (RP) within the EU has been designated may be placed on the market. For imported products, the Responsible Person is the importer; the importer may designate another person established in the EU as Responsible Person by written mandate. The Responsible Person takes on the safety assessment, the product information file and the CPNP notification.

- I have no company in the EU. Can I still sell my cosmetic products?
- You can, but in the EU only cosmetic products for which a Responsible Person within the EU has been designated may be placed on the market. We arrange the EU-established Responsible Person service for your products by written mandate.
- If I have an importer in the EU, do I still need a Responsible Person?
- For imported products, the Responsible Person is the importer. If the importer does not want to take on this role, it may designate another person established in the EU as Responsible Person by written mandate.
- What is the Responsible Person responsible for?
- The Responsible Person takes on the safety assessment, the product information file and the CPNP notification. We handle the preparation of these files in our CPSR and PIF service.
- Do the Responsible Person’s details appear on the product label?
- Yes. In the EU, a cosmetic label carries the name and address of the Responsible Person; we also add the Responsible Person details to your label.
