CPNP Notification

Before placing a cosmetic product on the market, the Responsible Person submits the product information to the Commission electronically. The notification is made on the free CPNP portal and is valid for the entire EU; no separate national notification is required. Products containing nanomaterials require an additional, separate notification.

Product, formulation, and label details required under Article 13 of Regulation (EC) No 1223/2009 to notify your products in the CPNP portal before they are placed on the market.
Frequently Asked Questions
- Do I need a separate notification for each EU country?
- No. The CPNP notification is valid for the entire EU, and no separate national notification is required.
- When does the notification have to be made?
- The notification is made before the product is placed on the market. We update the notification when the products change; updates within the calendar year are included in the service.
- What changes if my product contains nanomaterials?
- Products containing nanomaterials require an additional, separate notification. We check for this while reviewing your formula information.
- Who can submit the notification?
- The notification is submitted by the product’s Responsible Person in the EU; in certain cases, distributors also submit notifications. If you do not have a Responsible Person yet, we can plan this together with our EU Responsible Person service.
